Today in Russia, comes into force a new version of anti-piracy law

Amendments to the so-called “anti-piracy” the law shall come into force in Russia since May 1, 2015. They apply to music, books and software. If the law is systematically violated, the Roskomnadzor has the right to permanently block access to the site c illegal content.

The so-called “anti-piracy” the law that created the ability to block access to sites that have distributed films and TV films with a copyright infringement, entered into force on 1 August 2013. Since May 1, 2015 comes into force the new edition of “anti-piracy law” - it applies to music, books and software and systematic violations of intellectual property rights allows Roskomnadzor permanently deny access to the site c stolen content.

We are talking about the objects of copyright and related rights - pirated copies of electronic books, music and software, the exception was a photograph. The new version of the anti-piracy law provides for the settlement of disputes with the owner, without waiting for the court verdict.

Roskomnadzor can lock the resource with pirated material permanently, if the copyright holder has twice won a lawsuit against the same site. Consider the application of the owner of the stolen intellectual property law authorized the Moscow City Court. After the verdict within days Roskomnadzor operator notifies the court decision. In the case of a lock on the execution of the decision is given 24 hours.

The Russian Association of e-commerce is considered such measures are too stringent. “Eternal blocking - it is a tool that gives too much power holders on the site. This is not an avid pirate touches. Frankly pirate sites will continue to play cat and mouse - move to another address,” - he told RIA Novosti Karen Ghazaryan, chief analyst of the association.

Deputy head of Roskomnadzor Ksenzov Maxim said that the agency will be engaged as cable operators. “We need to prepare for increased attention to the cable operators. That, as anti-piracy activity will not be limited to the fight against pirates and pirate sites, torrents and so on,” - said the official.

Thus, the State’s efforts to protect intellectual property rights on the Internet is already producing results. “On legal grounds for 40% increased customer traffic, grew by a quarter volume of advertising”, - said the head of Roskomnadzor Alexander Zharov.
